Legislative Council passes Revenue Bill 2008
The Legislative Council passed the Revenue Bill 2008 on 26 June 2008. Part of the bill proposed to allow a 100% profits tax deduction for capital expenditure on environment-friendly machinery and equipment in the year of purchase and to shorten the depreciation period for environment-friendly installations mainly ancillary to buildings from the usual 25 years to five years. The proposal will take effect from the year of assessment 2008-2009.

Survey on Inclusion of Contract Price Fluctuation (CPF) Clauses in all Housing Department's Works Contracts
To follow the recent public announcement of the Secretary for Development, the Housing Department indicated that they intend to universally adopt Contract Price Fluctuations Clauses for all works contracts. On 2nd July 2008 the Secretariat conducted a postal survey to a selected group of members who are registered contractors under the "Road and Drainage" category of the Development Bureau and "Demolition" category of the Buildings Department. The aim is to collect comments and views of the proposed Housing CPF arrangement.

Reducing electricity consumption can directly improve local air quality and help combat global warming. There are 2 initiatives to reduce electricity consumption by air conditioning:

土木工程拓展署由2008年6月10月起，在轄下的建築廢物處置設施，包括公眾填土接收設施，派發提升管制的通告及向超載5%的營運車司機派發提醒便條，以便營運車司機把便條交回廢物來源地負責人參考，以便調節運載量，避免車輛再度超載。土木工程拓展署在過渡期間監察超載情況。暫定2008年9月1日正式實施提升管制措施。請 <按此> 瀏覽通告及便條樣本。

Revised Quality Migrant Admission Scheme (QMAS)
The Government has been taking proactive measures to attract talent from Mainland and overseas. Up to mid-January 2008, 322 places have been allotted under the scheme to applicants from a wide array of professions, ranging from the commercial sectors to arts and sports. Under the revised QMAS, the age limit has been lifted; marks will be accorded to applicants who are proficient in a foreign language in addition to Chinese or English.
