Authorisation for Safety Training Courses Withdrawn
The Commissioner for Labour has withdrawn the recognition given to Hong Kong Human Resources Limited (HKHRL) under the Factories and Industrial Undertakings (Confined Spaces) Regulation (Cap. 59AE) for running two safety training courses and the authorisation to issue certificates for completion of these two courses with effect from 17 December 2008. The two courses are the Safety Training Course for Competent Persons in Confined Spaces Operation and the Revalidation Safety Training Course for Competent Persons in Confined Spaces Operation.

There are 23 approved course providers, excluding HKHRL, running confined space competent person safety training courses. Members who need to undertake the two courses may enrol them from other approved course providers. Please <click here> for information on confined space courses.

Application to the Innovation and Technology Fund (ITF) - Guangdong-Hong Kong Technology Cooperation Funding Scheme (TCFS) (2008) (English Only)
TCFS is a sub-programme under the Innovation and Technology Support Programme of ITF. It aims to enhance the level of collaboration on R&D between organisations in Hong Kong and Guangdong Province. Projects funded by TCFS will have to demonstrate an element of Guangdong/Hong Kong cooperation.

Applications are divided into 3 categories:

Category A are projects which are solicited, vetted and funded solely by Hong Kong;
- Category B are projects which are solicited, vetted and funded solely by Guangdong; and
- Category C are projects which are jointly solicited, vetted and funded by Guangdong and Hong Kong.

Confined Space Safety Training Courses for "Competent Persons" and "Certified Workers" (English Only)
The Construction Industry Council Training Academy (CICTA) is organising the captioned courses for Competent Persons and Certified Workers who are employed by contractors and subcontractors working for the Drainage Services Department. The course duration is 7 hours and the class is limited to a maximum of 20. Certificates will be issued to attendees who successfully passed both written and practical examinations at the end of the course. Building Maintenance Toolkit
ICAC published a "Building Maintenance Toolkit" for Building Owners and Contractors should know what is in it. The Toolkit provides a practical, user-friendly and informative guide to owners, members of management committee of owners' corporations as well as property management companies, includes the following parts:

- Legal requirements;
- A step-by-step guide in procuring and monitoring repair and maintenance works;
- Corruption risks, case analysis and safeguards to prevent corruption;
- Financial and technical assistance available for the owners; and
- Sample documents for tendering and sample probity clauses, etc.

Printed copies or a CD of the Toolkit can be obtained from any ICAC Regional Offices or the Property Management Advisory Centres of the Hong Kong Housing Society or please <click here> to download.

將軍澳堆填區於2008年7月16日發生嚴重工業意外。當日一名垃圾車司機操作其車尾斗期間,懷疑機械故障尾斗突然墜下,司機走避不及被夾於車斗之間,導致嚴重受傷。

環境保護署已在其轄下的堆填區派發安全操作單張,呼籲司機注意車輛維修及機械裝置的安全操作;該署亦請司機定期檢查及維修營運車輛的機械裝置,以策安全。

To encourage employers to offer job opportunities to CICTA graduates of full-time Basic Craft Course and Construction Supervisor/Technician Programme, CICTA is launching the "Employers Subsidy Scheme". Under the Scheme, employers who offer full time employment for graduates from their desingated courses and have the apprenticeship contracts registered may apply for a monthly subsidy of HK$1,800 or HK$2,000 for a period of 12 months for each graduate employed. Partnership Fund for the Disadvantaged - Fourth Round Application
The Partnership Fund for the Disadvantaged was set up in 2005 to provide various kinds of welfare services to disadvantaged people through tripartite relationship among the Government, business and welfare sectors. To encourage and promote tripartite collaboration, the Government will provide matching grants to donations made by business organisation to support non-governmental organisations (NGOs) in providing social welfare projects. For the fourth round, the maximum amount of the matching grant is increased to HK$2 million. Besides, a maximum of 10 applications can be submitted by and approved for each NGO in this round. REDA/HKCA Safety Partnering Programme - Submission Monthly Report

HKCA reminds participating Members to submit accident report and accident statistical information along with copies of the Form 2 under the Employees' Compensation Ordinance to REDA by email or fax (2786 1767) before the 5th of every calendar month. This would help REDA to prepare statistics and monthly report to the Programme Committee.

Tier 3 of the captioned programme is opened for application until 30 April 2008. Tier 3 involves the funding of more forward-looking and innovative applied research and development projects. Interim Enforcement Standard of Tower Crane (Repeat)
As from 16 January 2008, the Labour Department will fully enforce their interim enforcement standard in erection, dismantling and height alteration of tower crane. Members please ensure that they:

--
conduct a specific risk assessment on site hazards prior to the process being carried out;
--
prepare a method statement of the process in Chinese related to the tower crane in question; and
--
appoint a competent person with at least 10 years related work experience, including experience in handling the tower crane of the same model-line to be worked upon.

Health and Safety Committee of HKCA has prepared a template in Chinese for the first two items for Members' reference. Please <click here> for the template.

The Construction Industry Council (CIC) will amalgamate with the Construction Industry Training Authority (CITA) on 1 January 2008. The existing functions of CITA in relation to training and trade testing will then be transferred to a new committee called the Construction Industry Training Board (CITB). The significant changes are:

--
CITB will take over the training and trade testing services currently operated by CITA under the new name of "Construction Industry Council Training Academy" (CICTA);
--
Training and trade testing certificates issued by CITA will remain valid;
-- CIC will act through CITB as Registrar of Construction Workers; and
-- CIC will take over the levy collection function from CITA with the levy rate and levy collection mechanism remain unchanged.

Starting from 31 December 2007, Members can collect up to a maximum of 10 posters from CITA Head Office located at 5th Floor, CITA Management Training and Trade Testing Centre, 95 Yue Kwong Road, Aberdeen, Hong Kong. Office hour is Monday to Friday, 8:30 am to 5:00 pm; Saturday 9:00 am to 12:00 pm. For enquiry, please contact Miss Wong of Human Resources Department, CITA at 2870 0183.

Invitation to Pre-Qualification of Contractor for the Work "Construction of Cable Stayed Bridge at Wazirabad, Delhi, India (English Only)
The Government of Delhi, India intends to construct a new eight-lane Cabled Stayed Bridge across river Yamuna 600 metres downstream of existing barrage cum bridge at Wazirabad, Delhi, India. Pre-qualification application is now opened from reputed contractors with experience of such bridge construction. Deadline for application for the issue of Pre-Qualification document is 4:00 pm, 25 January 2008 (Friday) and the last date to receive the complete documents will be 3:00 pm, 20 February 2008 (Wednesday). Starting from 31 December 2007, Members can collect up to a maximum of 10 posters from CITA Head Office located at 5th Floor, CITA Management Training and Trade Testing Centre, 95 Yue Kwong Road, Aberdeen, Hong Kong. Interim Enforcement Standard of Tower Crane
As from 16 January 2008, the Labour Department will fully enforce their interim enforcement standard in erection, dismantling and height alteration of tower crane. Members please ensure that they:

--
conduct a specific risk assessment on site hazards prior to the process being carried out;
--
prepare a method statement of the process in Chinese related to the tower crane in question; and
-- appoint a competent person with at least 10 years related work experience, including experience in handling the tower crane of the same model-line to be worked upon.

Construction Industry Training Board (Revised)
The Construction Industry Council (CIC) will amalgamate with the Construction Industry Training Authority (CITA) on 1 January 2008. The existing functions of CITA in relation to training and trade testing will then be transferred to a new committee called the Construction Industry Training Board (CITB). The significant changes are:
